Police are allowed to do this?

So if you were a cop trying to talk to someone you stopped or got a call from and that person tries to hit/attack you, you could hit, punch, kick them until you cuffed them and or to defend yourself. That's not police brutality right, because I'm sick of all these people on TV initiating an attack and then screaming about police brutality when they get arrested.
