Witnessed a neighbor's child being abusive toward their dog--should I tell the parents?

for sure. No doubt. I feel like you should tell the child's parents, in a light, very friendly,neighborly way in case they taught her the behavior and depending on the response, call Animal Control or something :/ that's really upsetting
